On Tuesday, the Bihar government promoted seven IAS officers to the rank of principal secretary, including two 1996-batch officers, and five 2005-batch officers to the rank of secretary.
Chief Electoral Officer H R Srinivasan and Anand Kishore, Chairman of the Bihar State Examination Board, were elevated to the rank of Principal Secretary.
Srinivasan, the chief electoral officer, will continue to serve.
2005-IAS batch officer Manish Kumar, who is Depa’s Special Secretary for Information and Technology.
The rank of secretary was also promoted to Patna District Judge Kumar Ravi, Divesh Sehra, Managing Director of Bihar State SC/ST Cooperative Development, Balamurugan D, Commissioner (self-employment) and Radheshyam Shah, Special Secretary, Land and Reforms Department.
In this respect, the government notification claimed that the promotions would be effective from 1 January 2021 and that the promoted officers would be entitled to the corresponding financial benefits from the date of receipt of the elevated financial benefits.
The ranks of additional DGs (ADGs), Inspector General (IGs) and Director General (DGs) have now been approved for the promotion of 11 IPS officers (DG). There is a major reshuffle of the police brass in the offing that is likely to take place in a few days.
The Departmental Promotion Committee (DPC), which includes Chief Secretary Deepak Kumar, Development Commissioner Arun Kumar, Home Secretary Amir Subhani and Police Director-General S K Singhal, met via video con on Monday night.
They recommended the promotion of 11 IPS officers of 1990, 1996 and 2003 batches, respectively.
IGs Bachchu Singh Meena (special branch), Sunil Kumar (special secretary, home), Paras Nath (budget, appeal and welfare), Nayyar Hussnain Khan (headquarters), Anil Kishore Yadav (training), Kamal Kishore Singh (State Crime Record Bureau) and Amit Kumar Jain are the officers whose names were recommended for promotion (modernisation).
The names of three DIGs, Vikas Vaibhav (ATS), Vijay Kumar Verma (Saran range) and Suresh Kumar Choudhary, have already been cleared by the DPC (Koshi Range)
ADG Sobha Ohatker was also elevated to the rank of director-general (DG).
Officials familiar with the development said that Chief Minister Nitish Kumar had received the recommendations. Once the IPS officers were authorised, they would be posted accordingly.
